Safeguarding Team


St Luke's CE Primary School is committed to providing a safe and secure environment for children, staff and visitors and promoting a climate where children and adults will feel confident about sharing any concerns which they may have about their own safety or the well-being of others.

The specific duties of the child protection designated teachers include:

  • Liaison with other staff who have pastoral responsibilities with children.
  • Liaison with the Area Education Office, Social Services Department and other agencies concerning individual cases of actual or suspected child abuse.
  • Oversight of the planning of curricular provision concerning child protection.
  • Ensuring appropriate staff training and updating.

Our school policies have been designed to ensure that all adults at St Luke's are working together to safeguard and promote the well being of all our young people and adults in school.  Our policy describe the systems and arrangements in place to create and maintain a safe learning environment.  It identifies any actions which should be taken to address any welfare concerns about young people and adults in school.  Please take the time to read through our policies linked below.

Cause for Concern

Staff are expected to report any causes for concern to the DSL/DDSLs via an electronic system known as CPOMS. Concerns may range from children being visibly upset to persistent lateness to children “disclosing” concerns.

When the school has concerns about a child, the lead DSL/DDSL, will act as a source of support, advice and expertise to staff on matters of safety and safeguarding and when deciding whether to make a referral by liaising with relevant agencies. In general, we will discuss concerns with parents/carers before approaching other agencies, and will seek their consent to making a referral to another agency. Appropriate staff will approach parents/carers after consultation with the DSL/DDSL. However, there may be occasions when school will contact another agency before informing parents/carers, if the school decides that contacting them may increase the risk of significant harm to the child.

Child Protection information will be dealt with in a confidential manner.

Early Help Strategy

As part of our support for all children in school we have regular opportunities to consult with support services and health agencies through a multi-agency approach which sometimes includes completing the Early Help Form which supports families as well as pupils. Tracy Whealing is our 'Early Help Co-ordinator' and is available through appointment.

PREVENT Duty

The Prevent Duty came into effect from 1 July 2015 and as a public body we are subject to the duty under section 26 of the Counter-Terrorism and Security Act 2015, in the exercise of our functions, to have ‘due regard to the need to prevent people from being drawn into terrorism’.

St Luke's CE Primary School seeks to protect children and young people against the messages of all violent extremism including, but not restricted to, those linked to Islamist ideology, or to Far Right / Neo Nazi / White Supremacist ideology, Irish Nationalist and Loyalist paramilitary groups, and extremist Animal Rights movements.

The current threat from terrorism in the United Kingdom may include the exploitation of vulnerable people, to involve them in terrorism or in activity in support of terrorism.  The normalisation of extreme views may also make children and young people vulnerable to future manipulation and exploitation. St Luke's CE Primary School is clear that this exploitation and radicalisation should be viewed as a safeguarding concern. Prevention work and reductions of risks will include the RE curriculum, SEND policy, worship time policy, the use of school premises by external agencies, integration of pupils by gender and SEN, anti-bullying policy and other issues specific to the school’s profile, community and philosophy.

If you have a concern linked to Prevent it is helpful in the first instance to speak to the Safeguarding lead.

Operation Encompass

Our school is part of a project, which is run by Salford Local Authority, schools and Greater Manchester Police. The project called, Operation Encompass, has been designed to provide early reporting of any domestic incidents that occur outside school, which might have a n impact on a child in school. This communicated through a secure email, from the police, to school, following and incident. 

The project ensures that at least one member of staff, known as the key adult, is available to liaise with children's services and the police and to use the information that has been shared in confidence. 

In this way, we aim to support each child who has been involved in, or witnessed, a domestic abuse incident.

The Key Adults at St. Luke's CE are Mrs Heslop, Mrs Lomas and Mrs Whealing.

If school receives an Encompass notification they will make sure that a person the child trusts is available to help - if the child needs this. Most of the time this support is silent; keeping a careful eye on him or her and making sure the child has a calm  school day. The confidential information is ordinarily not shared with all staff, just an agreement on how to help, if needed.

All schools have a duty to share any information with other organisations if they feel a child is at risk of being hurt. The Key Adults may contact other organisations.

The sharing of information from the police allows the school to be ready to help your child straight away, and it means that parents are aware that the Key Adults know that something has happened. Parents can come and talk to a Key Adult. The key Adults are able to point you towards other people that can help.
